Monaco Enacts Palliative Care Law to Support End-of-Life Rights
New legislation establishes a framework for palliative care and end-of-life choices in Monaco.
On June 11, 2025, the National Council of Monaco approved Law No. 1081, which addresses the development of palliative care and support for individuals at the end of life.
This legislative measure underscores Monaco's commitment to engaging in contemporary discussions surrounding end-of-life care, reflecting a balanced and pragmatic approach that aligns with both ethical considerations and societal realities.
Law No. 1081 represents a significant advancement in Monégasque law, providing a modern and humane legal structure that caters specifically to the Principality's institutional context.
The legislation enhances patient rights, clarifies medical responsibilities, and establishes ethical principles that guide public health policies in Monaco.
Key provisions of the law include:
- The right for every individual to access palliative care.
- The option to create a legally binding advance directive concerning end-of-life wishes.
- A clear legal framework that bolsters the trust-based relationship between healthcare professionals and patients, which is essential for effective medical practice.
- Acknowledgment of the essential role played by volunteers and associations in providing support to individuals nearing the end of life.
Christophe Robino, the Government Counselor and Minister of Social Affairs and Health, remarked during the speech following the law's adoption, emphasizing that this legislation transcends mere public health policy: "It is a true pact of humanity.
It is our duty as institutions and as human beings to ensure that every person, until their last breath, is supported, relieved, and respected."
The Government of Monaco extends its gratitude to healthcare professionals, volunteers, and associations dedicated to this critical field.
