Monaco Hosts Historic Visit from ICAO Regional Director

Nicolas Rallo, Director of the International Civil Aviation Organization for Europe-North Atlantic, visits Monaco for the first time since the Principality's accession in 1980.
On March 20 and 21, 2025, Monaco welcomed Nicolas Rallo, the Director of the International Civil Aviation Organization (ICAO) for the Europe-North Atlantic region, marking a historic occasion as it is the first time an ICAO regional director has visited the Principality since its membership began in 1980. The ICAO is a specialized agency of the United Nations focused on international aviation standards, technical support, and diplomatic relations among its 193 member states.

During his visit, Mr. Rallo was received by Céline Caron-Dagioni, the Government Adviser and Minister of Equipment, Environment, and Urban Development.

The meeting included representatives from multiple government departments, encompassing the External Relations and Cooperation Department, the Department of Interior, and the Public Security department.

Discussions centered on key topics including the sustainable transition of aviation, drone regulation, and the development of synergies among sector stakeholders, reflecting Monaco's ambitions to be a leader in decarbonized aviation.

Additionally, the meeting addressed the need to strengthen legal frameworks to ensure a safer aerial environment.

The official visit included a tour of Monaco’s heliport, where Mr. Rallo was introduced to the local civil aviation infrastructure and teams, as well as operators within the sector.
