Debate on Freedom of Expression Arises in Monaco's National Council
Contentious discussions on the role and freedoms of council members mark the budget session.
On December 18, 2024, the Monaco National Council held a session focused on the preliminary 2025 budget.
The discussion featured a topic on property acquisitions by Sogeda, an organization responsible for managing copyright in Monaco.
During the session, a debate about freedom of expression within the council was sparked.
Jean-Louis Grinda, artist and vice-president of the National Council, raised concerns about Sogeda's management of funds.
This prompted an intervention by Minister of State Didier Guillaume, who reminded Grinda of his role as a council member rather than an artist when participating in legislative discussions.
This comment was met with disapproval by several council members, notably because Christophe Robino, the Councilor-Minister for Social Affairs and Health, had previously referenced his medical background during deliberations.
Grinda responded by emphasizing the universal right to free speech within the council, asserting that every member, regardless of their professional background, should be allowed to express themselves freely.
This incident highlights the ongoing discourse regarding the balance between diverse professional identities and legislative roles within the Monaco National Council.
