This announcement comes just days before the state visit of French President Emmanuel Macron to Monaco, scheduled for June 7 and 8, 2025. The Prince Albert II had committed to revealing his successor to Didier Guillaume, who passed away in January 2025, before this significant diplomatic event.
Philippe Mettoux, a seasoned legal professional, currently serves as a member of the Council of State.
His career is characterized by extensive public service, beginning with his work as a public prosecutor in various courts.
Mettoux has also held positions within the French Ministry of Justice, including responsibilities in the criminal affairs and pardons department, as well as the Central Service for the Prevention of Corruption.
His experience extends to advisory roles in senior government offices, having worked with Dominique Perben at the Chancellery and with Dominique de Villepin at both the Ministry of the Interior and Matignon, the Prime Minister's office.
Since 2013, Mettoux has been detached as the Director of Legal Affairs and Compliance for SNCF, France's national railway company, where he also fulfills the role of internal mediator.
Prince Albert II expressed deep gratitude towards Isabelle Berro-Amadei, who has served as the acting Minister of State for nearly six months during the transitional period.
He commended her dedication and effectiveness, noting that her professionalism significantly contributed to maintaining the continuity of government operations.
Mettoux’s appointment is noteworthy as it precedes the first state visit of a French president to Monaco in nearly four decades, with significant implications for future Franco-Monegasque relations.
His official assumption of duties on July 4 will facilitate a seamless transition from the interim leadership provided by Berro-Amadei.
In recent statements, Mettoux has demonstrated loyalty to Monégasque institutions, notably co-authoring an opinion piece in a French publication, in which he defended Monaco's status as a rule of law.
His extensive background in law and governance potentially positions him to address critical issues faced by the Principality, especially concerning local network saturation, drawing on his experience with SNCF.
