On May 15, 2025, the National Council of Monaco unanimously approved a comprehensive reform of tobacco legislation aimed at strengthening public health protections against smoking.

This significant legislative update reflects a thorough assessment by the Princely Government, emphasizing health, social responsibility, and collective ambition.

Key components of the reform include alignment of tobacco laws with market developments by regulating related products and electronic devices.

This adaptation addresses the evolving landscape of tobacco consumption, particularly among younger demographics.

A notable aspect of the reform is the increase in the legal age for purchasing tobacco products from 16 to 18 years, reinforcing protections for minors against tobacco use.

Additionally, the revision expands the locations where smoking is prohibited, thereby enhancing efforts to combat secondhand smoke exposure.

Further, the new legislation introduces a complete ban on disposable electronic devices, commonly referred to as "puffs." This measure aims to curb their appeal to adolescents due to associated health risks and environmental concerns, recognizing the significant challenge posed by these products.

Christophe Robino, Government Counselor and Minister of Social Affairs and Health, described the reform as a landmark development in Monaco's public health strategy.

He emphasized that the legislation places a strong focus on protecting youth, preventing secondhand smoking, and safeguarding the environment, positioning Monaco as a leading state in addressing these critical issues.
