Monaco Enhances Efforts Against School Bullying with Nora Tirane's Advocacy

On June 4, 2023, Nora Tirane, a prominent advocate against school bullying and founder of the association 'Marion la Main Tendue', delivered a keynote address at Lycée Rainier III in Monaco.
Tirane's personal experience, rooted in the tragic death of her daughter Marion at the age of 13 due to school violence, has spearheaded a national movement for awareness and prevention of bullying over the past decade.
In her efforts to combat this issue, Tirane has conducted numerous interventions in educational institutions and authored several significant works, including 'Marion: 13 Years Forever' and 'Stop Bullying.' In 2024, she also launched a series of podcasts focused on the growing concerns surrounding bullying.
The conference also featured the presence of Jean-Philippe Vinci, Director of National Education, and Natacha Chicot, Rector of the Academy of Nice.
The event culminated in the signing of a novel partnership agreement between the Rectorate of the Academy of Nice and the Princely Government.
This collaboration aims to harmonize best practices in prevention and to share training resources for educational staff across both jurisdictions.

In December 2021, the Principality adopted specific legislation targeting school bullying, drawing on successful practices from France.
Annually, approximately twenty reports of bullying are recorded in Monaco, underscoring the seriousness with which the government addresses the matter.
This legislation mandates the appointment of designated contacts in each educational institution and requires specialized training for educational personnel.
As of January 2024, a dedicated helpline (+377 98 98 96 96) has been made available to report incidents of school bullying, operating 24/7. This system, developed in collaboration between the Directorate of National Education and Youth Services (DENJS) and the Association for Help to Victims of Criminal Offenses, aims to support victims, witnesses, and families through the reporting process and provide the necessary assistance.
