Monaco Launches Second Phase of National Housing Plan for Monégasques
The Monaco Government outlines extensive housing initiatives aimed at meeting the needs of its national residents by 2029.
On June 6, 2025, the Government of Monaco presented the second phase of the National Housing Plan for Monégasques to the National Council, following commitments made during public budget sessions in December 2024. This initiative, announced by His Serene Highness the Sovereign Prince in 2019, has seen an investment of €1.5 billion dedicated to the construction of 633 high-quality public housing units from its inception until the end of 2024. This translates to an average of 105 new apartments delivered annually for the benefit of Monaco’s nationals, demonstrating a substantial commitment to housing policy in the Principality.
As the second phase commences in 2025, the Government aims to maintain a steady program of housing deliveries through 2029. The upcoming developments include:
- "Résidence Héméra – Bloc A" with the delivery of 50 units;
- "Bel Air" with the delivery of 197 units;
- "Larvotto Supérieur" with the delivery of 35 units;
- "La Luciole" with the delivery of 27 units;
- "Hector Otto" offering between 76 to 90 units.
Continuing on its established trajectory, the Government seeks to ensure that nearly three-quarters of Monégasques will reside in public housing by the end of 2029. In pursuit of this objective, the Government will leverage scientific studies conducted by the Monaco Institute of Statistics and Economic Studies to fine-tune the timeline for housing deliveries post-2030, closely aligning with the needs of households in Monaco.
The Government acknowledges that previous significant construction efforts, coupled with demographic trends, may necessitate adjustments to the housing plan every five years to respond to updated studies.
Additionally, the Government is committed to identifying new opportunities for public housing initiatives throughout the Principality to proactively address the housing demands of its national residents.
Alongside these quantitative measures, the Government also intends to enhance the allocation system for public housing units.
A new methodology has been proposed to the Assembly, aimed at improving the frequency of allocations and better accounting for the preferences of applicants.
This new "housing experience" is scheduled to be implemented before the end of 2026.
